Call for EOIs: Karoo STR & RED Initiative Programme (South Africa)

Purpose

• Meticulously record the diverse experiences of participants in this initiative.
• Preserve institutional memory.
• Share lessons learned from this initiative with appropriate stakeholders for the purposes of replicating the models.
• Share lessons with policymakers.

Scopes of Work

• Document the journey to establish the Karoo Region from the Small-Town Regeneration Programme to the establishment of the Karoo Region in an electronic booklet including the use of necessary high-resolution images.
• Highlighting the importance of the establishment of Karoo Region.
• Benefits of establishing the Karoo Region for communities, municipalities, provincial and National government to illustrate its importance.
• Overview of the statutory establishment of the Karoo Region and process to develop the Karoo Regional Spatial Development Framework (Department of Agriculture, Land Reform and Rural Development).
• Overview of the support provided by various Sector Departments or Institutions to demonstrate achievements to date.
• Create short video clips by conducting interviews with various people. The appointed service provider is expected to ensure that the video content curated is engaging, immersive, and informative. A voice-over service on certain parts of the video should be utilised where necessary to enhance the story telling. The video should allow for streaming on Department websites, SALGA TV, YouTube, and other social media platforms. The interviews should be short video clips of various specific people.
• Capture important snippets made by speakers and participants during the panel and plenary discussions in the video re cording of the Karoo Small Town Regeneration Conference in 2023,2022, 2021, 2019, 2018, 2017, and 2016.

Duration

• The period of contract is 8 months from the date of appointment.

Project Deliverables

• Inception Report
• 1 x report document
• 1 x Brochure
• 16 x video clips (5 minutes) with municipal leadership from various municipalities across the Eastern Cape, Free State, Northern Cape and the Western Cape
• 13 x video clips (5 minutes) of various sector departments who have and/or are currently supporting the Karoo Region. Namely the DSI, DALRRD, CSIR, DPWI, NDT, COGTA and SALGA
• Karoo Conference video clips
• Video clips of catalytic projects in the Karoo
• Close-out report

Eligibility Criteria

• Qualified and experienced entities working in the National System of Innovation are invited to submit proposals for consideration.

Application Requirements

• To undertake the project deliverables, multi-disciplinary skills will be required to undertake the documentation. The appointed entity must be qualified and experienced in meticulous documentation of experiences and narratives using different media, process mapping, understanding power dynamics, ability to unearth and capture different experiences and narratives.
• Demonstrable experience in undertaking similar work.
• Experience working in and for the government will be an added advantage.
• Commitment to delivering timely, high-quality results ensuring the guidelines are credible to all stakeholders.
