The United Nations Educational, Scientific and Cultural Organization seeks expressions of interest from qualified organizations or individuals to support the National Institute for Educational Development (NIED) in creating learning materials that incorporate UNESCO’s Global Media and Information Literacy (MIL) Standards.
This initiative is designed to increase the capabilities of educators and learners. It also equipping them with essential skills needed to effectively navigate the complex information landscape.
Objectives
- The consultant will be required to
- Conduct a four-day needs analysis and co-creation workshop involving 14 teachers from each of the 14 regions, along with senior education officers (SEO) from NIED, to assess and align the Information and Communication (IC) curriculum to UNESCO’s Global Media and Information Literacy standards.
- Develop professionally designed learning materials with graphics for Grade 8-9 learners.
Scope of Work
- Consultation with education stakeholders
- Activity: Conduct a needs analysis and engage key stakeholders to assess current educational and teacher needs and identify solutions for developing new learning materials aligned with UNESCO’s Global MIL standards.
- Justification: Consultant(s) will analyze overlaps, gaps, areas for improvement, and synthesize feedback from a diverse range of stakeholders to ensure comprehensive alignment leveraging their extensive experience to provide accurate and actionable insights.
- Identification of gaps and recommendations
- Activity: Identify discrepancies between the Namibian IC Curriculum and global MIL standards, and compile recommendations for curriculum improvements.
- Justification: Essential for ensuring that the curriculum meets international best practices and remains relevant to current developments in media literacy.
- Validation of recommendations
- Activity: Review and validate the recommendations for learning material with teachers and curriculum experts to ensure accuracy, relevance, and feasibility.
- Justification: Crucial for ensuring that proposed improvements are practical and effective before development, guaranteeing that the final materials are well-informed and suitable for implementation.
- Co-create learning materials
- Activity: Co-create learning materials with teachers based on the recommendations.
- Justification: Critical for translating curriculum improvements into practical resources that enhance teaching effectiveness and support learner engagement.
- Develop a Blueprint
- Activity: Develop a blueprint for revising curricula and learning materials for other grades.
- Justification: Provide a structured plan for future revisions.
- Enhance learning materials
- Activity: Improve educational resources to engage Grade 8 and 9 learners visually and support effective learning.
- Justification: Aimed at improving understanding and retention of key concepts, ensuring that educational resources align with the updated curriculum.
Funding Information
- A total of 6,500 USD is to be paid by UNESCO in instalments based on the outputs/deliverables specified in the TOR (under payment schedule) and upon approval of the quality of work by UNESCO and NIED.
Expected Outputs/Deliverables
- The consultant is expected to:
- Ensure that the Namibian Information and Communication Curriculum for Grades 8 and 9 is aligned with global Media and Information Literacy (MIL) standards, enhancing its relevance and effectiveness.
- Develop and submit a comprehensive blueprint for revising the IC Curriculum for other grades, based on the insights and improvements gained from the Grade 8 and 9 alignments.
- Develop and submit learning material for Grade 8 and 9 learners to support effective learning in alignment with the curriculum, improving understanding and retention of key concepts.
Eligibility Criteria
- At least Three (3) years of combined working experience in the fields of ICT, MIL, training and facilitation and or policy formulation. Experience in dealing with curriculum development is an added advantage.
- Skills in facilitation of stakeholder engagements/workshops;
- Evidence of having undertaken similar assignments;
- Experience in research, management, and programming-related work.
