United Nations Educational, Scientific and Cultural Organization (UNESCO) Regional Office for East Asia is seeking proposals from qualified organizations to conduct two capacity-building workshops on promoting gender equality in media operations and content in Mongolia.
Gender inequality remains a significant challenge in the media industry. This project aims to improve the representation of women in media by promoting policies and ethical codes that support gender equality. The workshops will utilize UNESCO’s Gender-Sensitive Indicators for Media (GSIM) as a framework.
Project Objectives
- Enhance the capacity of regulatory and legislative bodies, and relevant authorities to develop and implement policies promoting gender equality in media.
- Raise awareness of UNESCO’s GSIM framework and its application for fostering gender-sensitive media practices.
- Encourage the development of ethical codes that promote gender equality in media content creation and production.
Scope of Work
- The selected organization will be responsible for the following:
- Workshop Development:Â Develop the content and curriculum for two separate workshops, with one targeted at the decision-making level within regulatory and legislative bodies.
- Delivery:Â Conduct both workshops for a total of 5 regulatory and legislative bodies and relevant authorities. Each workshop should have approximately 20 participants.
- Materials:Â Develop and provide all workshop materials, including pre-reading materials, presentations, and participant handouts. All materials should be delivered in a format accessible to participants.
- Expertise:Â The workshop facilitator(s) must possess a strong understanding of gender equality in media, relevant media policies, and UNESCO’s GSIM framework.
- Reporting:Â Submit a post-workshop report summarizing key discussions, recommendations, and participant feedback.

Evaluation Criteria
- Proposals will be evaluated based on the following criteria:
- Demonstrated experience in conducting capacity-building workshops on gender equality and media.
- Expertise of the proposed facilitator(s) in gender equality in media, relevant media policies, and UNESCO’s GSIM framework.
- Quality and relevance of the proposed workshop content and methodology.
- Experience working with regulatory and legislative bodies and relevant authorities.
- Cost-effectiveness of the proposal.
