Residency Mission for Education in Media, Information and Freedom of Expression (France)

As part of its “Qu(art)iers – Mission residencies for the purposes of artistic and cultural education and social cohesion” program, the Maubeuge-Val de Sambre urban community (CAMVS) has launched a call for applications for a mission residency for media, information and freedom of expression education for a journalist.

In partnership with the Regional Directorate of Cultural Affairs (DRAC) of Hauts-de-France and the Nord Department and in conjunction with the Urban Policy department of the municipality of Feignies, the urban community is therefore offering a residency-mission for education in media, information and freedom of expression for the benefit of residents of Urban Policy Districts (QPV).

Driven by the desire to reduce inequalities in access to art and culture, the Maubeuge-Val de Sambre urban community aims to develop a concerted policy in favor of social cohesion. The CAMVS City Contract covers 5 major orientations, which are based on the priority themes defined by the State and which integrate the main areas of work set during the various consultation periods with residents and stakeholders in the area:

  • For better health of residents and equitable access to culture, rights and services.
  • For egalitarian educational pathways.
  • For pathways to employment and integration for all.
  • For a pleasant and secure living environment.
  • For neighborhoods in transition, resilient to climate change.

Objectives

  • More specifically, the residence-mission will have the following objectives:
    • To introduce the profession of journalist and its current issues;
    • To raise awareness of the issues of freedom of expression;
    • To show and understand the information production process and to help decipher it.
    • To encourage the development of a conscious and responsible use of different media, social networks and the Internet in general;
    • To bring out innovative and creative projects as well as new tools that meet the objectives.

Purpose

  • To tend towards the generalization of an organized proximity between the inhabitants of a neighborhood and artists and their works over a significant period;
  • To unite, around a journalistic presence, the social, educational, associative and cultural actors of one or more priority districts of the city policy (QPV);
  • To create or support a collective and sustainable dynamic in favor of cultural democratization;
  • To live a sensitive experience in ultra-proximity, on the scale of a living space and at the pace of the proposals of a journalist, etc. with an eminently current subject specifically invited in residence;
  • To support, promote and qualify the dynamics observed in QPVs by considering them for what they are, namely young, creative and united territories.

  • Work on the memory of neighborhoods in the city.
  • The promotion of the identity of neighborhoods and residents.
  • Identification of the know-how of the inhabitants.
  • Attention to youth.
  • Contextualization in neighborhoods undergoing redevelopment (numerous works).
  • Working on memory when building the future.

Funding Information

  • The residence allowance for a journalist is set at 9,000 euros (allowance calculated on the basis of 3,000 euros net per month).
  • It is specified here that the total employer cost for the duration of the residency may not exceed 18,000 euros under any circumstances.
  • This amount corresponds to the total employer cost (salaries and charges, contributions and taxes relating thereto) and to copyright for the residents concerned.

Eligibility Criteria

  • For all residents of a district affected by the city policy (QPV), with particular consideration given to young people (children, adolescents and young adults), at different stages of life.

Application Requirements

  • After having read all the terms and conditions of the residency-mission, the application will be made by electronic submission only, in PDF format, of a file written in French, including:
    • A note of intent (2 pages maximum) stating a good understanding and acceptance of the specifications and therefore of the spirit, expectations and conditions of the residency-mission and showing how your approach meets the territory’s project.
    • This letter can also mention the possible avenues that the candidate proposes to take with the aforementioned teams; – a curriculum vitae; a file stating those of your professional activities that you would like to bring to the attention of the members of the selection committee.
    • This may also be, if you already have a website or blog of your own; if this seems relevant to your own professional career, a list of your various journalistic productions that you propose to make available for intensive distribution in the territory.
