In recognition of the 30th anniversary of the normalization of US-Vietnam relations in 2025, the East-West Center has announced a special Research Innovation & Collaboration Exchange (RICE) cohort for Vietnamese experts separate from the overall program.
Through a grant from the US Mission to Vietnam, this US-Vietnam 30th Anniversary special RICE cohort is seeking participants from Vietnam to submit proposals for creative research projects that emphasize the importance of US-Vietnam relations or increase the understanding of the US-Vietnam relationship.
Funding Information
- Views expressed in RICE products and outcomes such as seminars, publications and similar efforts will reflect those of project recipients and not necessarily the East-West Center.
- Each participant will be given an Eleven Thousand Dollars ($11,000.00 USD) professional fee.
- Recipients must be able to speak and write in English fluently.
- Recipients will be responsible for travel arrangements and for all travel-related costs, including Visa fees.
- Recipients will be viewed by the East-West Center as independent contractors and not as an employee of the East-West Center. Therefore, unless US tax laws dictate otherwise, any payments to you by the East-West Center will be made without any withholdings. As an independent contractor, you are responsible for your own temporary disability insurance coverage, workers’ compensation coverage, prepaid health coverage, and unemployment coverage.
- By participating in this program, recipients certify that they are not presently debarred, suspended, proposed for debarment, declared ineligible, or voluntarily excluded from participating in this transaction by any federal department or agency.
Eligibility Criteria
- Applicants must be nationals and residents of Vietnam and eligible to receive the professional fee.
- Applicants with a completed Master’s degree are preferred, while policy experts, nongovernmental organization leaders, community service organization leaders, and journalists, among others, should have demonstrated experience in their professions.
- Preference will be given to candidates who have not yet had the opportunity to conduct research, projects, and network in Washington, DC.
- Preference will be given to applicants in their early to mid-professional career.
- RICE recipients must adhere to the East-West Center’s public health and COVID safety regulations.

- A full Curriculum Vitae
- Two letters of reference
- A 2-page statement outlining the proposed work. The proposal must include a summary of the project to be pursued; a schedule and identified milestones to complete the project; an explanation of how the collaboration with the East-West Center will further the proposed work.
- A budget for how the recipient will use the fee provided for services.
- Proposals should focus on key aspects of the US-Vietnam relationship or specific characteristics of the US-Vietnam Comprehensive Strategic Partnership.
