Apply for Feature Film and Long Animation Project Development Scheme

With this scheme, the Fund contributes to a varied and distinctive film offering for a diverse audience, with room for different narrative perspectives and genres, made by a balanced mix of experienced and novice makers. The scheme focuses on the creative team, which consists of a producer, director and screenwriter.

Funding Information

• The following contributions can be requested for project development:
  • Screenwriter (including polish):
    • max. € 12,500
  • Surcharge for multiple screenwriters / co-writing director:
    • max. €3,750 (30%) extra (depending on substantiation of work plan)
  • Script coach/expert advisor:
    • max. €2,500 (depending on substantiation of work plan)
  • Director:
    • max. €15,000 (for directing work, depending on substantiation of work plan)
  • Involving external expertise to develop the vision for the release and the elaboration of the positioning in relation to the film offering and the film’s audience:
    • max. €2,500 depending on substantiation in the work plan.
  • The creative-technical elaboration:
    • max. € 15,000 for example:
      • involving specialized crew members in the development such as camera or production design
      • conducting exploratory location research and/or initial casting
      • making a (moving) storyboard or beatboard
      • Making test shots or working out visual effects etc.
  • The production-business elaboration:
    • max. € 22,500 for example:
      • the preparation of a production budget based on the film plan by an executive producer, First AD including the preparation of partial budgets by H’soD;
      • a study of production implementation and financial feasibility (planning, production bottlenecks, intended financing plan, etc.)
      • Necessary translation costs
      • Setting up (international) co-financing, which also allows international co-production markets to be visited.
  • Producer:
    • max. 15% producer fee & overhead on the above development costs deemed eligible by the Fund (work plan).
  • If applicable for a long animated film:
    • max. €40,000 for animatic, teaser or trailer

Eligibility Criteria

• The applicant is an independent production company (a legal entity, not a sole proprietorship or general partnership) that has been established for at least two years in the Kingdom of the Netherlands, a member state of the EU, EEA or Switzerland and that produces and exploits films and other audiovisual productions on a continuous basis.
• The production company is represented by a producer who, as majority producer, has been primarily responsible for the realization of at least one feature film with a cinema release in the Netherlands.
• The producer representing the production company is not the same person as the director and/or screenwriter of the film.
