The Netherlands Film Fund is currently accepting applications for the Film Production Incentive aim is to stimulate the development of film talent in the Netherlands and the diversity, quality and distribution of high-end series.

With the Netherlands Film Production Incentive, the Fund aims to stimulate high-end series that are developed and produced with creative and production freedom, and thus increase production activity for creative and technical film professionals and film companies in the Netherlands as well as strengthen the international competitive position of the Dutch film industry.

Funding Information

  • Maximum €3 million per year per applying production company
  • The subsidy contribution amounts to a maximum of 35% (cash rebate) of the demonstrably spent and qualifying Dutch production costs. The scheme includes an overview of costs that are not qualifying.
  • The production budget is subject to a minimum price per minute:
    • Documentary series: €4,000 per broadcast minute
    • Animated series: €8,000 per broadcast minute
    • Drama series for children under 12 years of age: a minimum of 10,000 euros in production costs per broadcast minute for a series between 10 and 25 minutes per episode, or a minimum of 8,000 euros per broadcast minute for series longer than 25 minutes
    • Drama series (other): €12,000 per broadcast minute

Who is eligible?

  • An independent production company (a legal entity, not a sole proprietorship or general partnership) that has been established for at least two years in the Kingdom of the Netherlands, a member state of the EU, EEA or Switzerland and that continuously produces and exploits film productions, series and other audiovisual productions.
  • The production company is represented by a producer who, in the seven calendar years preceding the application, has been primarily responsible for the realisation of at least one majority film production (reference film) with a production budget of at least €500,000 and at least one cinema release in the Netherlands or one majority series (reference series) within the same category and minute price (as for the series for which an application has been submitted), which has been made public primarily via television/VOD broadcast in the Netherlands. The categories are drama series, animation series and documentary series).

Conditions

  • The high-end series must be independent. This means that an applicant as a legal entity is independent of end-users and has a decisive decision-making power regarding content, production and implementation and that there is sufficient commercial freedom with regard to the exploitation and showing of the high-end series.
  • Only high-end series, i.e. drama series , animated series and documentary series that meet the cultural criteria, requirements and conditions of the scheme can qualify for a contribution.
  • In broad terms, this concerns the following conditions:
    • The television/VOD broadcast in the Netherlands is guaranteed. In the case of international drama, documentary or animation series, these must be intended for publication in two or more countries, with the Netherlands being one of the countries of origin of the co-producers.
    • High-end series on the basis of which an application is submitted must be artistically and content-wise fully developed. The scenarios, director’s vision and, in the case of animation, the style guide attached to the application must be ready for production.
